From 1988 to 2003, select wells measured in the
winter months of December, January, or February
based on a 3 year window around a given year.
Three year, winter average.
Example:
A 2000 measurement would be the average of measurements taken from Dec 1998, Jan1999, Feb1999, Dec1999, Jan2000, Feb2000, Dec2000, Jan2001, Feb2001.
